In Iraq or Afghan war-zones, this (targeting people helping the injured) is illegal under the Geneva Conventions (it's also illegal for them to stand around not helping).
No matter what you think of the Occupy protests or their message, this is an extremely clear message about our new reality: protest is illegal.
